Commissioning
PECI has supported the building commissioning industry for more than 20 years. We developed some of the earliest and most commonly referenced commissioning guides and specifications, and pioneered the development of energy-focused existing building commissioning approaches. Our engineers lead commissioning projects for new and existing buildings. PECI continues to stay closely involved in the commissioning industry through program design and implementation, research and tool development, and training and outreach.
Existing Bldg Commissioning/Retrocommissioning
Our programs look at the building as a whole. Experts go on-site to investigate and analyze all building systems in order to optimize operation and ensure continued performance over time.
New Building Commissioning
We support quality assurance throughout the entire design and construction process. This helps to ensure that each new building’s performance meets owner expectations.
Commissioning Guides and Tools
PECI developed and wrote many of the foundational tools and guidelines that have become go-to resources in the commissioning industry. We continue to develop guides, energy savings calculations tools, and other resources to encourage greater consistency and technical rigor in the commissioning process.
Monitoring-Based Commissioning
By employing remote energy system metering with trend log capability, we can identify inefficiencies and support continuous performance improvement.
Commissioning Training Initiative
PECI is developing a comprehensive training initiative for both commercial building energy auditors and commissioning authorities with funding from the DOE and partners such as BCA, CCC, CEC, NEEA and NYSERDA. This comprehensive training, a combination of e-learning and hands-on skill building, was developed by leaders in the commissioning industry and will encompass the entire commissioning process. It’s scheduled for release in Spring 2012.
Nat'l Conf on Building Commissioning (NCBC)
PECI has been the primary organizer and sponsor of the NCBC since its inception in 1992. The NCBC unites energy efficiency and green building design experts with construction and operation industry professionals to discuss the latest trends and technologies.
Building Commissioning Association (BCA)
PECI works with the BCA to guide the commissioning industry, advancing best practices, providing continuing education and increasing awareness of building commissioning within the marketplace.
California Commissioning Collaborative (CCC)
PECI helped create the CCC, and continues to play an integral role for this non-profit. The CCC collaborates with policy-makers, supports energy efficiency programs, and conducts research and development projects.

In 2006, PECI authored the California Commissioning Guides on behalf of the California Commissioning Collaborative. The Guides targeted building owners and managers, providing a thorough foundation on the benefits and costs of commissioning, how a commissioning team operates, and what to expect during the process.
In 2007, PECI developed A Retrocommissioning Guide for Building Owners, with funding from the US EPA ENERGY STAR Program. The comprehensive guide covers the business case for retrocommissioning and describes the process step-by-step, including key strategies for success, helpful resources, and an Appendix of templates and samples.
In 2010, PECI led the development of the Building Optimization Analysis (BOA) Tool. Building The BOA tool streamlines and standardizes the energy savings calculation process required by five California utilities’ retrocommissioning programs: PG&E, SCE, SoCal Gas, SDG&E, and SMUD.
