Building Commissioning has become an integral step in the construction process and delivering buildings that work. The acceptance of AHSRAE Guideline 0, 2005 has defined the commissioning process and provides the basics for procurement of commissioning services. The desired result of the procurement process is fairly straightforward: to assure that the design and installation of a building's equipment and systems actually satisfy the Owner's Project requirements and to facilitate the turnover of the equipment and systems to the owner so that operations, preventive maintenance and troubleshooting programs can be established. However, the commissioning procurement process itself still leaves many owners with more questions than answers.

This presentation will address the development of strategy requirements and tactics required in scoping the commissioning services. Key topics will deal with the relationships between the owner, general contractor and commissioning authority as well as the allocation of risk. Building projects are inherently risky business ventures due to their size, complexity, and dynamic nature. This is particularly relevant for mission critical projects with long development, phasing, implementation plans - all issues supporting the early involvement of the commissioning authority.

This presentation will also touch on energy costs, sustainability, and LEED requirements.
